On August 25, the Clay County commissioners voted unanimously to rezone about 18 acres at the west end of Orange Park Mall. Roughly 250,000 square feet of former Sears buildings come down. A grocery anchor and five new outparcels go up in their place.
That one parcel shows why Clay County does not fit a single cleaning contract. A few miles from the mall, the hospital district keeps adding beds and the medical offices that follow them. South along US 17, Fleming Island runs on professional suites, dental and physician plazas, schools, and churches. Out toward Green Cove Springs, the First Coast Expressway opened another segment on June 29, and light industrial is moving to meet it. Four corridors, four different kinds of building, and most vendors quote all of them off the same per-square-foot number.
The Census Bureau's July 1, 2025 estimate puts Clay County at 239,593 residents, up from 218,245 in the 2020 count, a gain of roughly 10 percent in five years. JAXUSA Partnership reports that nearly 8 in 10 working residents commute out of the county each day. We read that as a county with plenty of retail, medical, school, and service space and comparatively little headquarters office, which is why the cleaning work here leans that way. That is our read of the pattern, not a published statistic.
System4 of North Florida is locally owned, veteran-owned, and headquartered on Market Street in Saint Augustine. Owner Wes Henderson, a U.S. Navy veteran, has run commercial accounts across Northeast Florida since 2017, from Baymeadows and Southside in Jacksonville to Mandarin, San Marco, and the Beaches. We serve Clay County from our Orange Park service area and our Fleming Island service area, and we say plainly below where distance changes the price.
The Four-Corridor Scope Map
When a property manager or practice administrator in Clay County asks for a bid, we start by placing the building on this map. It is a framework, so feel free to copy it into your own request for proposals.
| Corridor | Where | What drives the scope | Standard to hold a bid to |
|---|---|---|---|
| 1. Blanding Boulevard retail | Orange Park Mall, Wells Road, strip centers and restaurant pad sites | Shared restrooms, multi-tenant trash and entries, grease at pads, holiday surges | Rule 61C-4.010 for food service; OSHA 29 CFR 1910.22 for wet floors; time-stamped restroom logs |
| 2. Hospital and medical district | Kingsley and Park Avenue area around HCA Florida Orange Park Hospital | Exam rooms, procedure rooms, imaging, dental operatories, sharps and red-bag waste nearby | OSHA 29 CFR 1910.1030; FAC Chapter 64E-16; EPA List N and List K label compliance |
| 3. Fleming Island professional suites | US 17, County Road 220, Town Center Boulevard | Mixed tenants on different clocks: medical plazas, daycares, churches, accounting and insurance suites | Tenant-by-tenant written scopes; CDC environmental infection control guidance for clinical suites |
| 4. Expressway edge | First Coast Expressway interchanges, Green Cove Springs, Clay Hill | Front offices, driver restrooms, break rooms, contractor trailers, grit | OSHA 29 CFR 1910.22 and 1910.1200; documented site safety orientation |
Buildings that straddle two corridors are common here. A medical plaza with a pharmacy and a restaurant pad out front belongs to Corridor One and Corridor Two at once. Scope each half to its own standard and price them separately.
Corridor One: Blanding Boulevard Retail and the Pad-Site Problem
The Blanding Boulevard stretch from Orange Park Mall past Wells Road is built around shared infrastructure. A strip center might hold eight tenants, two sets of restrooms, one trash corral, and a landlord who pays a single janitorial invoice. When the restrooms are bad on a Monday morning, every tenant calls the landlord, and the landlord calls whoever signed the contract. The fix is a time-stamped restroom log and a day porter on the busiest days, because a nightly crew cannot be in the building at 11 a.m. on Saturday.
Pad sites are a separate problem. A restaurant outparcel with a drive-thru generates grease at the dumpster pad, fryer grit at the entry, and a dining room that has to be finished before the first customer. Our pressure washing crews handle the pad and the drive-thru lane on a set cycle, and the nightly crew handles the interior. Kitchens, hoods, and ducts are not ours. NFPA 96 governs exhaust cleaning, and that work goes to a certified hood contractor. Dining rooms fall under the sanitation requirements in Florida Administrative Code Rule 61C-4.010, enforced by the Department of Business and Professional Regulation, so the useful question for any vendor is whether their routine would survive an inspector walking in on a Tuesday.
The mall site shows what is coming next. The Jax Daily Record reported in May that a Neptune Beach developer bought the former Sears store, 189,796 square feet, for a mixed-use project called Orange Park Place, and in July it reported Sprouts as the first signed tenant. Earlier coverage also named a dental office and Cava among the known tenants. We have no data on opening dates, and we are not working on that project. What we can say as operators is that a new retail building needs a final clean before a tenant takes the keys, and that clean decides whether the opening-day photos show drywall dust on the window sills. The three-phase sequence on our post-construction cleaning page, and in the post-construction cleaning guide, applies to a 4,000-square-foot shell as much as a hospital wing.
Corridor Two: The Hospital District and the Offices That Follow It
HCA Florida Orange Park Hospital, long known as Orange Park Medical Center, is the county's anchor. When it broke ground on a $62 million, 48-bed patient tower in 2019, part of a $126 million expansion, the Jax Daily Record reported more than 1,600 employees and a $120 million payroll, making it the largest employer in the county. Those are 2019 figures and we do not have a current headcount. In October 2024 the hospital opened an expanded rehabilitation facility that took inpatient rehab beds from 20 to 42. JAXUSA also lists Ascension St. Vincent's Clay County and Baptist Medical Center Clay among the county's hospitals.
A hospital does not stay a hospital. Outpatient groups settle around it: physician offices, imaging, physical therapy, urgent care, dental practices, and surgical centers. That outpatient ring is the work we do here, and it is a different job from the hospital's own environmental services. We do not clean inpatient units or operating rooms.
Three standards define a medical office clean. First, OSHA's Bloodborne Pathogens Standard, 29 CFR 1910.1030, requires an exposure control plan, training, and a hepatitis B vaccination offer for employees with occupational exposure. A crew that wipes exam-room surfaces and empties trash in treatment areas can fall inside that standard, so ask any vendor for their training records before you ask for their price. Second, regulated medical waste, meaning sharps containers and red-bag waste, is governed in Florida by Chapter 64E-16 of the Florida Administrative Code. The practice's licensed biomedical waste hauler handles it. Our crews do not touch it, and a vendor who offers to is taking on a liability you should not want to share. Third, disinfectant claims. EPA's List N covers products registered against SARS-CoV-2, and List K covers products with sporicidal claims against Clostridioides difficile. C. diff products commonly carry a contact time near 10 minutes, and the label is the legal instruction under federal pesticide law. A crew that wipes and moves on has not disinfected anything.
Take a 6,500-square-foot orthopedic practice near Kingsley Avenue as an illustration, with seven exam rooms, a small procedure room, and a cast room. It closes at 5 p.m. The crew arrives at 6, starts in the waiting room and front desk, works through the exam rooms with fresh color-coded microfiber, and finishes in the procedure room last so nothing travels from the restroom to the table. The failure we see most often in practices like this is a single mop bucket for the whole suite. That is an illustration of the pattern, not a named client.
The detail lives in our medical office cleaning guide, the dental office guide, and the healthcare cleaning compliance guide. The service itself is on our medical office cleaning page, with the local version at medical office cleaning in Orange Park. For outbreak and exposure events there is a separate hospital-grade disinfection program.
Corridor Three: Fleming Island's Professional Suites, Schools, and Churches
Fleming Island, along US 17 and County Road 220, is where our Clay County contracts look most like the ones we run in Mandarin and Southside. Medical plazas, dental offices, insurance and accounting suites, daycares, and churches share the same few miles, and each keeps a different clock.
The pattern we see across suburban professional corridors like this one is that the building owner buys cleaning once and every tenant lives with it. A dental office that closes on Fridays and a pediatric clinic with Saturday hours cannot share a schedule, so we write tenant-by-tenant scopes under one building contract. Restrooms and common corridors get the building's frequency. Each suite gets its own.
Daycares and churches add two more clocks. A licensed child care center needs low surfaces, mouthed toys, and food areas handled on a documented schedule, and a church needs the sanctuary ready by Saturday night and the nursery finished before the 7 a.m. volunteers arrive. The school and daycare cleaning guide and the church cleaning guide cover both in detail, and the service pages are school and daycare cleaning and religious facility cleaning. For a general office suite, start with our Fleming Island commercial cleaning page.

See Orange Park Service Area Get Free QuoteCorridor Four: The Expressway Edge
The First Coast Expressway, State Road 23, runs about 46 miles from I-10 in Duval County to I-95 in St. Johns County, and JAXUSA puts 28 of those miles inside Clay County. The newest stretch, from US 17 to Leonard C. Taylor Parkway south of Green Cove Springs, opened June 29, 2026. The new Shands Bridge over the St. Johns River is not due until 2030. JAXUSA also lists a $270 million, 300,000-square-foot IKO manufacturing campus in Clay Hill, and a 2022 county overview put industrial vacancy at 0.2 percent. That 2022 figure is stale and we have no current one.
What this means for cleaning is narrow and specific. We do not clean production floors. We clean the places around them: front offices, break rooms, driver restrooms, training rooms, and contractor trailers during build-out. A flex building with 3,000 square feet of office up front and 25,000 of warehouse behind it is a good fit for our office scope. Our warehouse cleaning page and the warehouse cleaning guide show where that line sits. OSHA's 29 CFR 1910.22 on walking-working surfaces and 1910.1200 on hazard communication govern what a crew must know before stepping onto a floor like that.
Clay County is also a veteran county. The Census Bureau counts 27,517 veterans there, and JAXUSA names Camp Blanding, a 28,000-acre Florida National Guard installation, among the region's defense assets. System4 of North Florida is a Service-Disabled Veteran-Owned Small Business with an active SAM.gov registration under NAICS 561720, and it is listed on the FEMA Disaster Response Registry. If your building houses a federal tenant, a Guard contractor, or a prime carrying a small business subcontracting plan, read our government contracting capability page and the Village Square facility management case study to see how we document this work.
The Clay County Calendar: When the Load Changes
- March and April, pine pollen. A yellow-green film settles on entry glass, sills, and walk-off mats within a day of a heavy release. Add a mat change and an exterior glass pass to the schedule for those weeks.
- June 1 to November 30, hurricane season. NOAA's Atlantic season dates apply, and Clay County sits on the St. Johns River, Black Creek, and Doctors Lake. After Hurricane Irma in September 2017, river and creek flooding reached Clay County properties. Floodwater is Category 3 under the IICRC S500 standard, which means grossly contaminated, and saturated carpet, pad, and drywall generally come out. Hard surfaces are cleaned and disinfected. Pick the vendor before the storm, not after.
- Early August, schools return. Daycares and after-school programs reset their routines, and church children's wings go from summer camp to weekly schedules.
- November and December, holiday retail. Restroom use along Blanding Boulevard climbs fast. Add porter hours instead of adding night visits, because a restroom that is clean at 9 p.m. does not help the 2 p.m. shopper.
- Year-round, humidity. EPA's mold guidance recommends keeping indoor relative humidity between 30 and 60 percent. Clay County summers push well past that outdoors. A cleaning program cannot fix a building whose air handler runs at 70 percent, and we tell clients so when we see it.
The Six-Question Clay County Bid Test
A walkthrough takes a vendor about fifteen minutes to answer or fail. Copy this list into your next request for proposals.
- Which corridor is this building in, and what is the written scope for it? A bid that treats a medical plaza like a strip center has not looked at the exam rooms.
- Who carries the 1910.1030 training and vaccination records for the crew? Expect a document, not a reassurance. This question matters only for medical and dental suites, and there it matters a great deal.
- How do you handle shared restrooms across tenants? You want a time-stamped log, a named supervisor, and a stated response time for a Monday-morning complaint.
- Where does the crew start its route, and what is the minimum visit charge? Orange Park and Fleming Island are a long haul from Saint Augustine. Ask how travel is priced and who covers a call-out.
- What is the storm and flood plan, in writing? A pre-storm walkthrough checklist, a post-storm call tree, and a named person who answers the phone after a named storm.
- Where does your scope end? Hoods, hospital units, biomedical waste, and process-area work belong on the exclusion list, with the name of who handles each.
A vendor who scores five of six is worth a second conversation. A vendor who scores three, however low the bid, is a future repair invoice.
What Commercial Cleaning Costs in Orange Park and Fleming Island
Clay County pricing sits close to Jacksonville's suburban ranges, with a travel premium that depends on where your crew starts the route. The table shows ranges we use for scoping in 2026. Treat it as a way to sanity-check a bid, not as a quote, and note that we price per visit at a stated size because a single per-square-foot number hides too much.
| Scope | Unit | Clay County range | Monthly at typical frequency |
|---|---|---|---|
| Professional office, 2,400 sq ft, 3 visits per week | per visit | $75 - $135 | about $975 - $1,755 |
| Medical or dental office, 3,000 sq ft, 5 visits per week | per visit | $135 - $230 | about $2,930 - $4,990 |
| Retail shop, 1,500 sq ft, 6 visits per week | per visit | $55 - $95 | about $1,430 - $2,470 |
| Restaurant dining room and front-of-house restrooms, 2,500 sq ft, nightly (kitchen excluded) | per visit | $100 - $170 | about $3,000 - $5,100 |
| Flex-building office, 4,000 sq ft, 5 visits per week | per visit | $120 - $210 | about $2,600 - $4,560 |
| Day porter | per hour, 4-hour daily minimum | $27 - $40 | scoped by schedule |
| Exterior storefront glass | per pane per service | $3.00 - $7.00 | monthly to three-week cycle |
| Pad and drive-thru lane pressure washing | per pad per service | $180 - $520 | quarterly to bimonthly |
| Final clean of a new retail or office shell | per sq ft | $0.30 - $0.65 | one-time, before tenant handoff |
Glass is our window cleaning service. A bid materially below these ranges usually means fewer supervisor inspections, unvetted products, or a crew that has never seen your floor. You find out which in month three. Evening and overnight visits are covered on our after-hours cleaning page, the porter model is explained in the day porter guide, and no long-term contract is required to start a conversation.
Where We Are Not the Right Fit
Four limits, stated early because a bad match wastes a quarter.
If you run a single suite under about 1,000 square feet that needs cleaning once or twice a week, the travel cost makes our price look unreasonable next to an independent who already works your block. We will say so on the walkthrough.
If your practice runs 12-hour days five days a week, we might not be the right fit for daytime service. Our model is after-hours cleaning with a porter covering the middle of the day, and a clinic that never closes needs a different staffing plan than ours.
If you need inpatient unit cleaning, operating room turnover, biomedical waste handling, kitchen hood and duct cleaning, or production-floor industrial work, we are the wrong call. We clean and maintain the public, administrative, and outpatient clinical space around those operations.
Everything between those limits is where we do our best work: medical and dental offices, professional suites, retail common areas, daycares, churches, and flex-building offices. For the wider region, see our Jacksonville service area, our St. Johns County service area, our St. Augustine service area, the Ponte Vedra commercial cleaning guide, and our veteran-owned cleaning page.

Frequently Asked Questions
Recurring janitorial in Clay County typically runs about $75 to $135 per visit for a 2,400-square-foot professional office, which works out to roughly $975 to $1,755 a month at three visits a week. A 3,000-square-foot medical or dental office cleaned five times a week runs about $135 to $230 per visit, and a 1,500-square-foot retail shop cleaned six times a week runs about $55 to $95. Restaurant dining rooms and front-of-house restrooms, kitchen excluded, run about $100 to $170 per visit at 2,500 square feet. These are scoping ranges, not quotes, and travel from the crew's starting point affects the final number.
Yes. System4 of North Florida is headquartered at 701 Market Street, Suite 111, Saint Augustine, FL 32095, and serves Orange Park, Fleming Island, and the rest of Clay County along with Jacksonville and Northeast Florida. Clay County is a long drive from Saint Augustine, so we price travel openly and say so on the walkthrough. Very small single-suite accounts are often better served by a cleaner who already works the block.
At minimum, written proof of training under OSHA's Bloodborne Pathogens Standard, 29 CFR 1910.1030, a hepatitis B vaccination offer for employees with occupational exposure, and disinfectants used according to the label. EPA's List N covers SARS-CoV-2 claims and List K covers Clostridioides difficile sporicidal claims, and the label contact time is the legal instruction. Regulated medical waste, including sharps and red-bag waste, is governed in Florida by Chapter 64E-16 of the Florida Administrative Code and should stay with the practice's licensed hauler, not the cleaning crew.
Yes. A new retail or office shell needs a final clean before a tenant takes possession, and we scope it as part of a three-phase post-construction sequence: rough, final, and detail. Ranges run roughly $0.30 to $0.65 per square foot for a retail shell depending on construction debris and finish level. We are not working on any specific Orange Park Mall redevelopment parcel and have no data on opening dates for those projects.
A professional crew with a written scope, ideally arranged before the storm. Floodwater is Category 3 under the IICRC S500 standard, meaning grossly contaminated, and saturated porous materials such as carpet, pad, and drywall generally come out. Hard surfaces are cleaned and disinfected. Clay County sits on the St. Johns River, Black Creek, and Doctors Lake, and Hurricane Irma in September 2017 brought river and creek flooding to Clay County properties. Our emergency cleaning page covers the response process.
